Ageing in Custody – Services for Older Prisoners in Germany

Abstract

Prison services need to respond to demographic change, as numbers of older prisoners are increasing. The needs of older prisoners are, however, complex; physical challenges as well as the mental and social care needs of this group undergo changes. The aim of this study was to analyse the provision of age-specific services in all German federal states (Bundesländer). A survey with closed and open questions was sent to the 16 regional ministries of justice. The results of the 14 participating Bundesländer show that extensive services are available in individual prisons, but no comprehensive standards regarding the care of older prisoners exist. Formal hospice and palliative care services do not exist in German prisons.
